Governor of the Province Wu Zhenglong visited the CPPCC National Committee of Jiangsu Province
Recently, at the Two Sessions held in Beijing, Principal Cheng Yongbo, member of the National Committee of CPPCC, has dedicated to the heated and difficult topic on the development of economic society and actively made suggestions, which has massively attracted the media attention. “Nearly 1.4 billion Chinese must firmly hold the bowls in their hands” the Government Work Report emphasized food security once again this year. Mr. Cheng proposed a further suggestion about strengthening the international food supply tunnel and the logistic tunnel. Mr. Cheng said that the food production is a process where interweaves the economic reproduction and natural reproduction with natural, market, policy, and strategic risks at the same time. China should vigorously promote the reform of state-owned grain enterprises in a government support and market-led form, and provide more preferential policy support for the international development of private grain enterprises and upgrade the influence and voice in the international food market while improving the international food market. Through the approaches of merger and acquisition, cooperation, and new construction, we will build 20 international food logistics bases with ports and terminals as the core and with warehousing, drying, processing and transshipment functions secondary. To build a safe and reliable international grain transportation force, and establish about 10 international grain logistics docking stations along the coast and along the Yangtze River to ensure that international food resources can be smoothly converted into domestic grain supply.
As the principal of food-featuring university, Mr. Cheng, focusing on food security, advocated to cultivate more food-oriented complex talents. He indicated, to guarantee China’s food security, we must not only adhere to the bottom-line thinking of "basic self-sufficiency of grain and absolute safety of rations", but also enthusiastically expand international food supply channels, make full use of international grain resources, and provide double insurance for national food security from two sides of domestic production and international market. Mr. Cheng suggested that to ensure China’s food security, we need to train more high-tech talents engaged in grain economy and food engineering. It is the responsibility of modern food colleges to offer technology, talent, and intellectual support.
“In cultivating food talents, our university mainly train the talents in the aspect of food economy, food management, food logistics, as well as food processing and technical engineering.” Mr. Cheng stated, as early as 2013, Nanjing University of Finance and Economics has started to explore multidisciplinary cross-integration trained industry talents. “Cultivating compound talents who are excellent in grain and food technology with the knowledge of economic management, laws, and regulations is a main way to protect national food security and to solve many problems in the industry.” He suggested to establish mixed courses of “economics, management, and law”, and to solve the problem of narrow knowledge and discipline of food science and engineering. The university should be guided by government policies and industry needs, and work closely with the grain, oil and food industry. It should employ large-scale enterprise technology or management experts with rich practical experience and teaching ability to teach and discuss the reform and innovation of curriculum construction and talent training programs, as well as develop a joint school-running model for industry-university-research cooperation.
In addition, Mr. Cheng paid close attention to the employment of college graduates. He said to the reporter, employment is the largest livelihood project, popular project, and foundation project. In 2018, the employment situation was stable and promising with an extended volume and an optimizing structure. China has confidence and capability to ensure the stable employment situation and to promote higher quality and fuller employment. He indicated: "Nanjing University of Finance and Economics has been building a linkage mechanism for enrollment plans, talent training and full employment, and has achieved good results." Mr. Cheng said that universities should sharply capture the heated topic of scientific and technological development and accurately adjust the profession structure, scientifically improve profession settings, and open more courses and disciplines that are urgently needed for industrial transformation and technological progress, and improve the fit of talent cultivation and society needs.
On March 4th , Lou Qinjian, Deputy to the National People's Congress as well as Secretary of Jiangsu Provincial Committee, and Governor of the Province Wu Zhenglong participated in the two sessions and visited the CPPCC National Committee of Jiangsu Province. Lou and Wu appreciated what the Committee had done for the province’s development in the past year. Mr. Lou hoped everyone to combine their own work with the work in the CPPCC, to play the main role in the work of the CPPCC, and to represent the role of the masses. He also wished everyone to focus on the key tasks of the provincial party committee, to provide good advice, and to actively participate in Jiangsu's high quality development practice.
