NUFE Holds the Signing Ceremony of the Strategy Cooperation Agreement between National Food and Strategic Reserves Administration and Jiangsu Provincial Government

The signing ceremony of the Strategy Cooperation Agreement between National Food and Strategic Reserves Administration and Jiangsu Provincial Government was held in the School of Food Science and Engineering on May 21^st. Mr. Zhang Wufeng, leading CPC group member of National Development and Reform Commission, Director of National Food and Strategic Reserves Administration, and Mr. Fan Jinlong, Jiangsu Provincial CPC Standing Committee member and Executive Vice Governor, respectively represented both sides to sign the agreement and addressed the ceremony. Mr. Huang Wei, member of the leading CPC group and Deputy Director of National Food and Strategic Reserves Administration, relevant departments of National Development and Reform Commission, Partial Top-down Authority, Provincial Food and Strategic Reserves Administrations, members of relevant departments, Mr. Zhang Limin, NUFE’s CPC Secretary, Mr. Cheng Yongbo, President of NUFE, attended the signing ceremony which was hosted by Ms. Xu Ying, Deputy Secretary of Jiangsu Provincial Government.

Zhang Wufeng pointed out that it is the Food and Strategic Reserves Department’s responsibility to safeguard the national reserves and support local development. The Administration will implement the agreement and fully support the development of food and reserves in Jiangsu. Firstly, the Administration will give strong support, focusing on the National Food Security Strategy, to implement the Responsibility System of Provincial Governors for Food Security, to strengthen the grain circulation infrastructure construction, and to improve the ability of grain macro-control, especially in the aspects of modern grain logistics park, low-temperature grain depot, emergency facilities construction and "intelligent food", civil-military integration, etc. Secondly, the Administration will vigorously assist Jiangsu, one of the great grain industry provinces, in cultivating new energies for the food industry, which includes new technologies and equipment, industrial innovation alliances, standardized demonstration bases and regional public brand building, in implementing the "quality grain project", and in holding national grain and oil exhibitions, etc. Thirdly, the Administration will concentrate on establishing a system for storing emergency supplies and will actively promote the relevant planning and reserves scale layout and the construction of key projects for emergency supplies reserve. Lastly, the Administration will base on the rich talent resources and fully foster the development of grain-related research institutes, the establishment of a national training base for grain professionals and a national innovation center for grain post-production services, etc.

Fan Jinlong stated that the year 2019 not only marks the 70^th anniversary of the founding of new China, but also determines the building of a well-off society in an all-round way. It is of great significance to be responsible for grain and food reserves security. The Strategy Cooperation Agreement which stresses the principal of “Innovation, Development, Cooperation, Sharing”, focuses on key fields, and carries out all-round and multi-level cooperation will promote the grain and food reserves industry of Jiangsu. Jiangsu should fulfill the requirements and tasks in the Strategy Cooperation Agreement, that is "accelerate the development of deepening reform and transformation" as the theme, with high quality development as the guidance, emphasizing key points, eliminating lack and limitation, reinforcing foundation, further implementing the Responsibility System for Food Safety Governor, vigorously improving the emergency safeguard ability, promoting the provincial construction of grain industry, striving to build highly efficient modern grain circulation system and unified materials reserve system, enhancing food security and strategic reserve security capabilities.

According to the agreement, the Administration will support the establishment of national grain talent training base in grain-related research institutes and will also support Jiangsu to build the national innovation center of grain post-production service technology. It will support NUFE authorizing its doctoral programs to accelerate the construction of food science and technology innovation platform system. Jiangsu will give policy and financial support for scientific and technological projects, talent training in the grain industry, and will promote the cultivation, evaluation and encouragement of talents in grain industry.
